Understanding Rural Legal Deserts
Rural legal deserts have become a growing topic of interest for rural states and small communities. We find that over half of non-metro counties in the US are legal deserts, but in Iowa only 10% of rural counties lack enough lawyers. We recommend licensed legal paraprofessional programs as a long-term solution to address legal deserts. We also recommend community-based programs to promote legal consciousness so rural residents are aware of their legal rights, the legal process, and how to access legal services.

A Model for Community Change
Why do some communities succeed and others struggle? Why does one community enjoy a robust local economy and just a few miles down the road another community is resigned to stagnation and decline?

This patchwork of differential positions among Iowa communities has spurred many hypotheses and explanations about characteristics that are important in explaining why some communities thrive and others decline. A common thread among successful community developments or social change efforts is the role of leadership. This document explores the centrality of leadership in successful community development and provides a road map of the key steps in achieving social change.

The accompanying worksheet provides a framework for the 5 step process and acts as a guide for implementing community change.

Iowa Farmers and the Iowa Nutrient Reduction Strategy: 2015 Survey Results
In 2013, the state of Iowa released the Iowa Nutrient Reduction Strategy (NRS). The NRS is a science and technology-based approach to guide actions that reduce the amount of nutrients delivered to Iowa waterways and the Gulf of Mexico. The NRS was developed through a collaboration between Iowa State University (ISU), the Iowa Department of Agriculture and Land Stewardship (IDALS), and the Iowa Department of Natural Resources (IDNR), with support from the USDA Agricultural Research Service (ARS) and the USDA Natural Resources Conservation Service (NRCS). The strategy outlines opportunities and recommendations for voluntary efforts to reduce nutrients in surface water from both point sources, such as wastewater treatment plants and industrial facilities, and nonpoint sources, including farm fields and urban areas.
